Context
The International Organization for Migration, Regional Office for West and Central Africa established the Integrated Border Stability Mechanism (IBSM) in a multilateral coordinating structure, uniting the complementary mandates and expertise of IOM, UNOCT (United Nations Office for Counter Terrorism), UNODC (United Nations Office for Drugs and Crime) and INTERPOL (International Criminal Police Organization).
The principal objective of the IBSM is to improve integrated border governance and security in areas strategically relevant for regional stability, with a particular focus on promoting cross-border cooperation between neighboring states.
By improving coordination and cooperation among relevant national, regional, and international stakeholders, the IBSM aims at specifically supporting West African states, and development partners in facilitating joint action and in implementing regional and national strategies and policy frameworks in support of border stability.
Under the overall supervision of the Deputy Regional Director for Operations, the direct supervision of the Integrated Border Stability Mechanism (IBSM) Coordinator, and the technical coordination of the Regional Thematic Specialist (Border Management Return and Readmission (BMRR)), the Programme Manager (Integrated Border Stability Mechanism (IBSM)) will provide expert technical advice and support for the management, coordination and implementation of the IOM thematic components and projects of the IBSM portfolio.
This includes responsibility for research development, data collection, analysis and assessment, and required reporting to achieve the objectives of the IBSM.
Specific and substantive support will also be provided to the Programme and Liaison Officer (IBSM).

Develop and/or expand the overall research and data collection framework and activities of the Integrated Border Stability Mechanism (IBSM) with a particular focus on migration and border governance and the situation in border areas and ongoing interventions in line with the objectives of IBSM, in coordination with relevant IBSM staff.
This includes developing and conducting Joint Baseline Assessments for new focus countries within the mechanism and updating previous ones, as needed.

Design and develop relevant templates, data bases and visualization tools for data collection and analysis and tailored reports, among others for the IBSM Secretariat and IOM Regional Office (RO) and Country Offices (COs).

Act as an interface between the IBSM and IOM (regionally and globally) to collect and assess information about migration and BMRR programming, interventions, best practices, lessons learned, evolving migration trends (in coordination with ROs data hub), emerging needs and priorities to promote stability at border areas covered and to prepare and/or elaborate briefs, concept notes, and other relevant papers to guide RO and COs on policy formulation, programmatic directions, technical support and capacity development that IOM can provide.

Develop and implement contextualized capacity-development activities and on migration and border management targeting BMRR staff and relevant institutions in the Region, in line with IBSMs objectives and the recommendations from the Joint Baseline Assessments and the conceptualisation of projects and initiatives for Country Offices.

Participate in the recruitment and supervision of consultants, especially in the development of Terms of Reference (ToRs), workplans, schedule of deliverables, and performance management.
Follow up on and evaluate deliverables to ensure quality, timeliness and relevance in line with the IBSMs objectives.

Ensure, in coordination with the IBSM Coordinator and UN agencies of the Secretariat, quality, completeness, and integrity of data collected and in-depth quantitative and qualitative analysis to prepare comprehensive recommendations and reports for the development and update of roadmaps of interventions in line with the objectives of IBSM.

Lead and/or undertake field missions to the IBSM countries for the management and implementation of the joint activities, the monitoring and evaluation of IBSM-funded projects as well as the activities under the IOMs purview that respond to the recommendations developed in the first phase of the IBSM, the resolution of challenges and issues, and the development of new initiatives and components.

Establish, strengthen and maintain liaison with relevant focal points in West African governments and continental and regional organizations, implementing agencies and Embassies and ensure the collection and compilation of information on the situation in border areas and ongoing interventions in line with the objectives of IBSM.
9.
Manage the IBSM component of the project, including the administrative, operational and technical activities, backstop the financial aspects, identify challenges and recommend improvement measures, and prepare regular project reports, in line with IOM's policies and practices and donor requirements.

Perform other duties as may be assigned.
Education
Masters degree in Social Science, International Relations, Public Administration, Law, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or,University degree in the above fields with seven years of relevant professional experience.Accredited Universities are those listed in the UNESCO World Higher Education Database.

For this position, fluency in English and French is required (oral and written).
Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) is an advantage.
